Naval Surface Warfare Center (NSWC) Crane Division has entered into a Basic Ordering Agreement with Raytheon Technical Services Company, 6125 E. 21st Street, Indianapolis IN for a maximum ceiling amount of $48,000,000. The BOA covers a three-year period, with two one-year options from the award date of 30 July 2002. The BOA includes line items for engineering and logistics support services, new procurement orders for fleet spares and depot lay-ins, and the repair or upgrade of Weapons Replaceable Assemblies (WRA’s), Shop Repairable Assemblies (SRA’s), and Sub-Shop Replaceable Assemblies (SSRA’s) installed on the EP-3E aircraft. Procurements under the BOA will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. This synopsis is for the class of orders that may be issued by NSWC Crane under the BOA for a one-year period. Government has completed evaluations of information received in response to the
above referenced Market Survey/ Sources Sought Synopsis, which was publicized at
FEDBIZOPPS and on the NSWC Crane home page.
After thorough evaluation, the Government has determined that there are
not two (2) or more responsible small business concerns technically capable of
satisfying this requirement. As a
result, the WCTTR Operations and Maintenance Support requirement will not be
set-aside for competition among small businesses. The Government intends to solicit this requirement on an
unrestricted basis utilizing SeaPort Enhanced (SeaPort-e).

The Navy has entered into a Basic Ordering Agreement (BOA) with Alloy Surfaces Company, Inc., Chester Township, PA. The scope of this effort is to apply Alloy Surfaces’ patented Special Material payload to military hardware and systems to develop effective military use items, specifically in the expendable countermesures area. Upon issuance of job orders against the BOA, the Contractor will be required to analyze and develop the special material to meet new performance criteria and/or modify current formulations to new developmental hardware systems. The contractor shall also develop or modify associated system components to allow the use of the special material payload. The Contractor shall provide expertise in the special material area in the form of safety and environmental studies. The period for the BOA is expected to be three years with two one-year options from the award date, which was 26 September 2002. (NSWC Crane’s) mission is to provide Fleet Support, Acquisition, Acquisition
Engineering, Research and Development, Product Engineering, Systems Engineering,
Test& Evaluation, Logistics, Maintenance & Repair, Legacy
Systems/Products, and associated Program Management. To support these mission
areas, a Broad Agency Announcement (BAA) has been issued and remains open to
encourage non-government entities to submit proposals in accordance with the
guidelines found in solicitation N00164-01-R-0155. It is
intended that the BAA will be open for a period of three years from the original
date of publication. Proposals may
be submitted by any non-governmental entity including commercial firms,
